The Central Bank of Russia has released a draft regulation on crypto‑asset purchases. Under the proposal, non‑qualified investors may buy crypto‑assets worth up to 300,000 rubles (approximately USD 3,645) per year via each broker, crypto‑exchange or asset‑management firm. Currently permitted tokens include BTC, ETH and USDT. Selection criteria cover market capitalization, average daily trading volume and at least five years of overseas price history. No purchase‑value caps will apply for qualified investors trading crypto‑assets on exchanges and over‑the‑counter markets. All investors are required to pass a risk‑assessment test before trading. Public consultation on the draft will close on August 24.
