On August 12, a landmark event took place within Hong‑Kong’s stablecoin sector. Anchorpoint, founded jointly by Standard Chartered Bank (Hong‑Kong), Anyi Group and Hong‑Kong Telecom, officially rolled out the regulated Hong‑Kong‑dollar‑pegged stablecoin HKDAP (HKD At Par). It marks the first completed project under Hong‑Kong’s licensing framework for licensed stablecoin issuers.
On the same day, Anchorpoint kicked‑off its first‑phase promotion. The first batch of institutional distributors and professional investors gained entry to the beta‑access channel.
The release of HKDAP signals Hong‑Kong’s stablecoin regulatory framework moving from institutional construction to practical operation. During the initial phase, authorised distributors will offer fiat‑currency exchange services for institutions, corporate clients and qualified investors. They will integrate HKDAP into diverse commercial and financial workflows with their client networks.
Authorised distributors and scenario‑based partners cover banks, securities brokers, licensed exchanges, payment‑card organisations, trade‑financing platforms, payment acquirers, asset‑management firms, custodian service‑providers, digital wallets and overseas licensed service‑entities.
As more ecosystem partners come on‑board, retail‑oriented applications are targeted for release no earlier than the end of 2026, subject to prevailing market conditions.
