日本金融廳於5月15日，針對企業及相關機構線上舉辦「電子支付手段・加密資產服務仲介業」註冊事前說明會，介紹依修訂《資金結算法》新設的加密資產仲介業制度與註冊流程，該制度預定於2026年6月上旬實施。此制度主要適用於受加密資產交易所或穩定幣交易業者委託，僅為加密資產、穩定幣買賣與兌換提供「媒介」服務的業者。同時該制度禁止仲介業者託管使用者資產，但其監管門檻較交易所執照更低，可望推動遊戲、電商等企業投入加密資產服務導流業務。

On May 15, Japan’s Financial Services Agency (FSA) hosted an online pre‑registration briefing for enterprises and relevant institutions regarding the “Electronic Payment Instruments & Crypto Asset Service Intermediary” business. It introduced the newly established crypto asset intermediary system and registration procedures under the revised Payment Services Act, which is scheduled to take effect in early June 2026.

The rules mainly target service providers entrusted by crypto asset exchanges or stablecoin traders that only act as intermediaries for the purchase, sale and exchange of crypto assets and stablecoins. Meanwhile, intermediaries are prohibited from holding user assets in custody. However, the regulatory requirements are less stringent than those for exchange licenses, which may encourage gaming, e‑commerce and other firms to participate in crypto asset service referral businesses.
