俄羅斯央行第一副總裁弗拉基米爾·奇斯秋欣表示，俄羅斯加密市場監管法案有望於2026年9月1日實施，並設置至2027年7月1日的過渡期。過渡期內，市場從業者可備妥註冊文件、申辦全新執照並調整內部營運流程。2027年7月1日起，對應刑事與行政責任規範將正式啟用，用以區分加密市場內合法與非法經營行為。

Vladimir Chistyukhin, First Deputy Chairman of the Central Bank of Russia, stated that Russia’s crypto market regulatory bill is likely to enter into force on September 1, 2026, with a transition period lasting until July 1, 2027. During the transition period, market participants may prepare registration documents, apply for new licenses and adjust internal workflows. Starting July 1, 2027, relevant criminal and administrative liability mechanisms will be implemented to distinguish legal and illegal operations within the crypto market.
