香港金管局宣布：金融管理專員根據《穩定幣條例》批出穩定幣發行人牌照予兩家機構——錨點金融科技有限公司（由渣打銀行（香港）、香港電訊及安擬集團合組之公司）與滙豐銀行，標誌著香港穩定幣監管製度之實施邁入全新階段。持牌發行人於正式推出其合規穩定幣前，須完成相關準備工作，包括科技平台及系統測試、風險管理措施落實、人力資源安排等。依據兩家機構現行業務計畫，預期香港受規管之穩定幣將於今年年中至下半年陸續推出。

The Hong Kong Monetary Authority (HKMA) announced that the Monetary Authority has granted stablecoin issuer licenses to two institutions under the **Stablecoins Ordinance** — Anchor Fintech Limited (a joint venture of Standard Chartered Bank (Hong Kong), Hong Kong Telecommunications, and Animoca Brands) and HSBC. This marks a new phase in the implementation of Hong Kong’s stablecoin regulatory regime.

Before officially launching their compliant stablecoins, licensed issuers must complete relevant preparations, including technology platform and system testing, implementation of risk management measures, staffing arrangements, and more. Based on the current business plans of the two institutions, regulated stablecoins in Hong Kong are expected to be rolled out gradually from mid‑2025 through the second half of the year.
