據《財經》雜誌報導，對外經濟貿易大學校長趙忠秀等人撰文《全球穩定幣監管成型，可於自貿區試點「中國方案」》，文中指出應探索建立穩定幣監管方案，並建議在自由貿易區試點穩定幣應用，例如毗鄰香港特區的深圳前海自由貿易區與海南自由貿易港等地，具體措施包括：設立「跨境金融科技實驗室」、建立穩定幣「白名單」製度、推動離岸人民幣穩定幣創新試點、促進數位貿易與智慧財產權融資，以及強化區塊鏈基礎建設；自由貿易區可探索基於鏈上穩定幣（如 USDT、USDC、人民幣穩定幣）的金融應用場景，例如鏈上票據、信用憑證結算等。透過上述舉措，有望盤活企業無形資產，解決科技輕資產企業融資困難的問題。

According to a report by *Caijing Magazine*, Zhao Zhongxiu, President of the University of International Business and Economics, and others authored an article titled *Global Stablecoin Regulation Takes Shape, and the 'China Scheme' Can Be Piloted in Free Trade Zones*. The article points out that efforts should be made to explore and establish a stablecoin regulatory framework, and proposes piloting stablecoin applications in free trade zones, such as the Shenzhen Qianhai Free Trade Zone adjacent to the Hong Kong Special Administrative Region and the Hainan Free Trade Port. The proposed measures include: setting up a 'Cross-border Financial Technology Laboratory', establishing a stablecoin 'whitelist' system, launching an offshore RMB stablecoin innovation pilot program, facilitating digital trade and intellectual property financing, and strengthening the construction of blockchain infrastructure. Free trade zones can explore financial applications based on on-chain stablecoins (e.g., USDT, USDC, RMB stablecoins), such as on-chain bill settlement and credit instrument settlement. This will help unlock the value of enterprises’ intangible assets and address the financing difficulties faced by technology-focused light-asset enterprises.
