據彭博社報導，越南政府批準一項為期五年的加密資產交易試點計畫，僅允許越南本地公司提供平台，並要求所有發行、交易與支付活動以越南盾計價，外國投資者可參與但平台外資持股不得超過 49%。擬設交易所須具備至少 10 萬億越南盾（約 3.79 億美元）資本，其中 65% 來自機構投資者。已持有加密資產的越南公民及外國投資者可開設帳戶，首張執照發出後將設六個月過渡期，之後越南投資者在未獲許可平台上交易將屬違法。

According to a Bloomberg report, the Vietnamese government has approved a five-year pilot program for cryptocurrency asset trading. The program only allows local Vietnamese companies to provide platforms and requires all issuance, trading, and payment activities to be denominated in Vietnamese Dong (VND). Foreign investors can participate, but foreign ownership in the platforms must not exceed 49%. Proposed exchanges must have a capital of at least VND 10 trillion (approximately USD 379 million), with 65% of the capital coming from institutional investors. Vietnamese citizens and foreign investors who already hold cryptocurrency assets can open accounts. A six-month transition period will be set after the issuance of the first license; after that, trading by Vietnamese investors on unlicensed platforms will be illegal.
